Dear Sirs,

Ministry of Foreign Affairs of the Republic of Belarus, Belorussian State University and International Public Association for Promotion of Electronic Trade (IPAPET) have a honor to invite You to take part in the Second International Specialized Conference “Electronic Trade in the CIS and Eastern Europe countries: together to XX1 century ” (ET'2000), which will be held on October 18-20, 2000 in Minsk - the capital of the Republic of Belarus.

The United Nations Economic Commission for Europe, the United Nations Committee for trade, industry and enterprise development, the United Nations Center for facilitation and electronic business and other authoritative international organizations stay at the sources of conducting international conferences on electronic trade. Follow to the proposals of the sixth session of the UN Center for trade facilitation and electronic business which was held in March, 2000 and take into account that a lot of projects on the development of electronic trade realize in Belarus (among them a project on creating Interstates center of electronic trade which implements on the instructions of President of the Republic of Belarus and other projects on the development of small business and internet executed by the United Nations Development Programme) the Conference ET-2000 will be held in Belarus.

Electronic Trade in the CIS countries is currently in the stage of formation and the main goal of the Conference consists in acquaintance with international experience and advanced technologies in this field, working out strategy and policy of electronic trade systems formation in accordance with international standards and rules, consolidation of efforts in promotion of electronic trade.

The Conference conducts under the device “Verba moment, exempla trahunt” (Words induce, examples make act). The basis of the congress will be discussion of the concrete examples and the following wide distribution of advanced experience in design, creation and implementation of electronic trade systems for support to the world technological integration and development of international economical cooperation.

The Conference will consider the methods for realization of the following projects: creation of Interstates Center of Electronic Trade in Minsk; network of info-marketing centers in Belarus and Russia; network of centers of electronic trade; electronic payment systems; informational support for small and mean business implemented by the assistance of the international organizations.

We are pleased to note that a number of leading companies in the field of hardware manufacturing and information technologies have expressed a desire to participate in the Conference.

The initiators of the Conference believe its main tasks are: enabling a broad exchange of views on electronic trade problems and perspectives in the CIS countries, discussing and working out recommendations drafts on organization of effective interaction between existing info-marketing centers and electronic commerce systems, experience interchange between electronic exchanges, auctions and internet-shops operation. Special attention will be paid to formation of interstate projects for electronic trade systems creation, involvement of companies from the CIS and other countries in such projects, to investor's attraction as well as discussion of measures on active encouragement of the organizations (international, national, governmental, private, public) which are interested in participation and assistance to the development of procedures for simplification of international trade, lowering rate and procedure barriers using recommendations and international standards on electronic trade and electronic business.

It is intended, that the Conference will be a part of interstates and interregional partnership of the organizations and specialists in the sphere of marketing, electronic trade, consulting, design of informational technology and systems of telecommunications.

Also, the Conference will become an excellent opportunity to establish personal contacts between representatives of various organizations, working in the field of information technologies and business.

International status and governmental support attach a special significance to the Conference. The Conference will be held under the auspices of the CIS Executive Committee, Belarus and Russia Union Executive Committee, Governments of Belarus and Russia, Trade Chambers of Belarus and Russia, United Nations Development Progamme in the Republic of Belarus.

We believe the Conference will strengthen the deals between the scientists, specialists and leaders in the field of electronic trade, informational technology and systems of telecommunications. We hope that this event will make the next contribution to the development of electronic commerce and technologies of internet-business defining the level of the civilized countries in the third thousand years.
